La proposition d’ériger un monument commémoratif à l’intention des membres des forces régulières qui perdirent la vie dans l’exercice de leurs fonctions remonte aux années 1920. En 1934, le commissaire Cortlandt Starnes demanda l’érection d’une plaque commémorative (qui par la suite sera connue sous le nom de Cénotaphe) à la mémoire de tous les membres des forces régulières ayant en effet perdu la vie dans l’exercice de leurs fonctions. Cette proposition fut, par la suite, élargie de façon à inclure le Livre du Souvenir ainsi que les Plaques murales commémoratives, où seraient inscrits les noms des membres des forces régulières qui auraient perdu la vie par suite des risques du service ou dans des circonstances violentes. Les Plaques murales commémoratives furent placées dans la chapelle de la GRC à Regina, au Saskatchewan.
En 1962, les critères d’inclusion relatifs à la commémoration sur le cénotaphe, les Plaques murales commémoratives et le Livre du Souvenir furent modifiés pour inclure le nom des membres des forces régulières qui périrent dans l’exercice de leurs fonctions policières ou lors d’une intervention de nature policière.
En 1992, les critères furent de nouveau modifiés pour inclure à la fois les membres des forces régulières et les gendarmes spéciaux ayant perdu la vie dans l’exercice de leurs fonctions. De plus, il fut déterminé que le service commémoratif annuel aurait lieu le deuxième dimanche du mois de septembre à la Division « Dépôt » (Regina) pour rendre hommage aux membres des forces régulières dont le nom figure sur le cénotaphe, les Plaques murales commémoratives et le Livre du souvenir.
En 2004, les critères furent révisés à nouveau de façon à inclure à la fois le nom des membres des forces régulières, des gendarmes spéciaux et des gendarmes auxiliaires qui périrent dans l’exercice de leurs fonctions.
La politique régissant l’inclusion d’inscriptions sur le cénotaphe, les Plaques murales commémoratives et le Livre du Souvenir a beaucoup évolué depuis son établissement en 1934. Ce faisant, l’interprétation de cette politique fit l’objet de nombreux débats et donna lieu à certaines incohérences quant aux noms devant y être inscrits. En 1993, à la suite d’un examen historique approfondi du programme, le commissaire Norman D. Inkster approuva la décision d’accepter les incohérences issues d’interprétations divergentes.
La politique actuelle prévoit que les noms pouvant être inscrits au Cénotaphe, aux Plaques murales commémoratives et dans le Livre du Souvenir sont ceux des membres des forces régulières, des gendarmes spéciaux et gendarmes auxiliaires ayant perdu la vie dans le cadre d’une tâche policière opérationnelle qui présentait des risques pour la vie. Cette disposition exclut le nom de ceux qui se sont infligé la mort, ou dont la mort résulte de causes naturelles.
Le nom d’un membre qui perd la vie dans l’exercice de ses fonctions n’est pas admissible d’emblée à une inscription au Cénotaphe, aux Plaques murales commémoratives ou dans le Livre du Souvenir. Par ailleurs, le nom d’un membre des forces régulières, d’un gendarme spécial ou d’un gendarme auxiliaire ayant participé à une intervention opérationnelle donnée alors qu’il n’était pas en service pourrait y être inscrit.
