Constable Cox was formerly a clerk and railroader with the Canadian National Railway. Prior to joining the Force, he was a member of the Dominion Police Force from September 17, 1914 to April 8, 1918. He was employed in the SAAP Branch of Department of Militia and Defense from June 27, 1918 to September 9, 1919 as a ledger keeper and later, in the Investigation and Rulings Section of the War Service Gratuity Section.

Constable Cox drowned while on patrol near La Sarre, Quebec. He was married to Margaret and they had three children: Joseph Leo, Mary Kathleen, and Francis Lorne.

Commemorated on Page 47 of the Royal Canadian Mounted Police Honour Roll Book.
