This memorial is dedicated to all veterans. It was erected when the building was constructed and officially opened on October 3, 1972 by The Honourable Arthur Laing, C.P., B.Sc.Ag., Minister of Veterans Affairs. The memorial was erected by the "Centre Hospitalier Universitaire de l'Université Laval" and the Ministry of Veterans Affairs.
