Mr. Gaston Bouzanquet is the author of that project, born in France in the summer of 1907. France and Canada united to erect two monuments to Montcalm, one in Vauvert and one in Quebec, and funds were raised for both. When enough money had been collected, France had both statues made and sent one to Quebec. The construction of the pedestal here was made possible by local contributions. Mr. Paul Chabert, who had designed the plans and drawings for the pedestal in France, graciously offered them to Quebec. Mr. Eugène Taché, from Quebec, made a few changes to the drawings (replacing the motifs on the French monument with fleur-de-lis), wrote the specifications for the pedestal and supervised the construction work, all that without payment. Mr. J.-Geo. Piché, contractor in Montreal, was awarded the contract for the construction of the Quebec pedestal. The monument was unveiled on October 16th, 1911 by the Lieutenant-Governor of Quebec, Mr. François Langelier.
