The fountain, designed by Sir Charles Barry was installed at Trafalgar 1845-1939. The 34 feet wide pool and wall were constructed of Tyndale stone. The fountain was constructed of red granite with two bowls, the lower is 10 feet wide and the upper is 5 feet wide. The fountain is 10 feet high. It was presented by the National Gallery of Canada on Aug 2, 1963.

The fountain honours the establishment of the North West Mounted Police at Regina in 1882.

The twin of the fountain was installed at Confederation Park in Ottawa in honour of Sir John By.
