The plaque lists the 1,214 men who served that lived in the Red Deer District at the time of the Second World War, including 26 who were prisoners of War and 52 who never came home. A group of 11 Red Deer veterans of the Second World War presented a massive plaque of three pieces containing honour roll lists, in alphabetical order to the Red Deer Branch of the Royal Canadian Legion. Bill Owen, president of the group, Michael Dawe, and Grace Scott compiled the list of names from the Red Deer Home Comfort Group, an organization of local women who sent care packages to local soldiers overseas. Seniors in the group included vice-president Ron Scott, secretary Florence Edginton, Al Taylor, Seb Neuman, Tom Hoskin, Dennis Scott, Melvin Reay, Ralph Roth, Russell Caton and Ted Caswell. The Red Deer memorial was built by artists from a local company, Wallah Fairway Signs.
