The first Elgin Cenotaph was a 10 feet tall cobblestone cairn with two dedication plaques to the memory of the soldiers of Elgin and surrounding area who gave their lives in the First and Second World Wars, and the Korean War. The Elgin Cenotaph was located outside St. Paul's Anglican Church at 7 Perth Street.

Because the memorial was falling apart, it was removed in the summer of 2021. Due to the state of the rock/mortar, it was not possible to relocate and the community built a new cenotaph in Heritage Park. The plaques from the old memorial were refinished and used on the new memorial.
