Following the end of the Second World War, discussions were held for the purpose of building a hall as a community memorial to those who had fought in the two world wars. A committee was struck consisting of Joseph B. Thomson, William (Bill) R. Darley, William (Bill) H. Cram, Glenn Hubbs, Jack Hall, and Jack Quinn. All were returned war Veterans. Tom Ramsay, a qualified carpenter and also a Veteran, joined the group as the chief builder. Bird Construction gave professional contracting assistance. When funds raised by the community reached $35,000, the building began in the summer of 1949.

Bill Darley lined up local rural and urban volunteers for various jobs. Hector Blair was in charge of the basement construction, while Don Woods used his new tractor with a front end loader to move sand for cement. Teenage boys were invited to run the wheel barrows of mixed cement up planks for the basement foundation. With weather, volunteer time, and other commitments, the building was not completed until the fall of 1955. The Grand Opening was held on November 11, 1955 with James G. Gardiner, Federal Minister of Agriculture, as the guest speaker. The Hall was packed for the celebratory supper.

On January 11, 1956, the Legion held their first meeting in their new accommodations in the lower level. This area now includes a display area with countless military photographs and memorabilia from the South Saskatchewan Regiment. The Memorial Hall building was transferred to the Town with a 99 year lease for the Legion rooms negotiated by Joseph (Joe) Glass, a Veteran and a lawyer, one of four brothers to serve, all born in Indian Head.

In 1967, the library space was included as part of the Legion rooms. New walls were painted by Helen Webster, the daughter of Veteran Ben Hewson. One area became an attractive feature wall with plaques, paintings, and a list of Canadian Victoria Cross recipients. 

A glassed case at the top of the lower level staircase features 691 Hawk Squadron's awards and accomplishments. The Royal Canadian Legion Branch No. 114 Honour Roll is encased near the main floor entrance.
