Constructed in 1990 in memory of those who gave their lives for freedom. The design of the memorial was approved by City Council in May of 1990 after a proposal was made by local Veterans' organizations. Originally, a memorial plaque was considered for the Great Hall inside the Civic Centre but, when construction began for the new Central Library, space was realized for a more publicly visible tribute outdoors. Now, a 27 foot waterfall flows over the inscription, "In Memory of Those Who Gave Their Lives For Freedom."
