Son of Adélard Bougie and Antoinette Leroux, of Valleyfield, Québec. He enlisted three times before going overseas. Brother of Private Léo Bougie, regimental number 316635, who served in Siberia, Russia, with the 259th Battalion, Canadian Siberian Expeditionary Force. He survived the war.
He previously served with the 84th Regiment in Beauharnois, Québec, from 29 May to 3 June 1913. He enlisted for the first time in Montréal, Québec, on 24 August 1915, with the 69th Battalion, Canadian Expeditionary Force, regimental number 120591, for the second time on 24 February 1916, in Valleyfield, Québec, with the 206th Battalion, regimental number 243032, and for the third time on 1 April 1916, in Saint John, New Brunswick, with the 69th Reserve Battalion, regimental number 120591. In England, he was first transferred on 27 September 1916 to the 22nd Battalion, then on 4 January 1917 to the 10th Reserve Battalion, returning to the 22nd Battalion on 20 April. On 11th May 1917 he was posted to the 2nd Entrenchment Battalion until 12th June when he returned to the 22nd Battalion. He was wounded in action on 9 November 1917 and killed in action on 17 August 1918 during the Battle of Chérisy, France.

Take the D38 from Cherisy to Hendecourt. Approximately 2 kilometres from Cherisy turn left just before Sun Quarry Cemetery onto a dirt track. Continue for 1 kilometre before turning left to arrive at Quebec Cemetery.
