Son of Roméo Boutin and Marguerite Saint-Louis, Matane, Québec. Eldest brother to siblings François, Fernand, Roland Raymond, Aurèle, Wilbrod, Jeannette, Laurette, Marie, Huguette, Françoise and Juliette.

Enrolled in the Royal 22e Régiment on 12 April 1951 in Quebec City, he was transferred to the 1st Battalion, wounded in action and repatriated to Canada, where he died on 4 November 1953.

His name is inscribed on the cenotaph of the Korean War Memorial at Meadowvale Cemetery in Brampton, Peel, Ontario, as well as on the Korean War Memorial in downtown Ottawa, Ontario. An identical monument can be found at the United Nations Memorial Cemetery in Pusan, South Korea.

This features a Canadian soldier, facing toward Busan, Korea, where an identical monument watches over the graves of 378 Canadians in the United Nations Memorial Cemetery. Accompanying the volunteer are two Korean children, both holding symbols: the girl, a bouquet of maple leaves symbolizing Canada; and the boy, a bouquet of maple leaves and roses of Sharon, the national flower of Korea.

It was erected IN LOVING MEMORY OF THE CANADIAN WHO DIED IN SERVICE DURING THE KOREAN WAR 1950-1953 AND ON KOREAN PEACE KEEPING DUTIES, 1953-1957. Private BOUTIN died on November 4, 1953 and is buried in STE. JEANNE D'ARC CEMETERY, Matapedia, Quebec.  Private LEONARD JOSEPH O'DONNELL also died on this day.
