A forward regulatory plan is a public list or description of anticipated regulatory changes or actions that a department intends to bring forward or undertake in a specified time frame. It is intended to give consumers, business, other stakeholders and trading partners greater opportunity to inform the development of regulations and to plan for the future. It should be noted that this forward regulatory plan will be adjusted and updated over time as Veterans Affairs Canada’s operating environment also changes over time.
The Forward Regulatory Plan provides information on planned and potential regulatory initiatives that Veterans Affairs Canada expects to bring forward over the next two years. It also identifies public consultation opportunities and a departmental contact point for each regulatory initiative.
Some of the initiatives in this plan may be associated with Veterans Affairs multi-year plan to review its existing regulations in the Regulatory Stock Review Plan.

Pension and Allowance Adjustment Regulations
Amendments to the Pension and Allowance Adjustment Regulations
Enabling act
Pension Act (R.S.C., 1985, c. P-6)
Description
As part of Budget 2025 and through the Budget 2025 Implementation Act, No. 1, the Government of Canada passed amendments to the Pension Act clarifying the calculation of annual adjustments to disability pensions and allowances under this Act and other related amounts.
This regulatory initiative aims to provide further clarification by adding detailed information regarding the calculations of the annual adjustments in the Pension and Allowance Adjustment Regulations.

War Service Grants Regulations
Repeal of the War Service Grants Regulations
Enabling act
War Service Grants Act (R.S.C. 1970, c. W-4)
Description
These regulations deal with the payment of Re-establishment Credits and grants meant to assist Veterans to re-establish following the Second World War and were found to be obsolete. This recommendation follows a regulatory review which found VAC’s last known record of payment of War Service Gratuities to veteran families occurred in 1966-1967 and last recorded payment of any War Service Gratuities or Re-establishment Credits occurred in 1974-1975. The recommendation is to remove/repeal the regulation without replacement.

Veterans Well-being Regulations:
Calculating Income Replacement Benefit for Reservists
Amendment of the Veterans Well-being Regulations (Calculating IRB for Reservists)
Enabling act
Description
The amendment is to clarify the determination of Monthly Military Salary for Canadian Armed Forces Reservists eligible for the Income Replacement Benefit (IRB) thereby ensuring fairness in Income Replacement Benefit calculations.

This change will foster benefit parity between Regular Force Veterans and Reservists.

Amendment of the Veterans Well-being Regulations (IRB, Calculation of Service for Career Progression Factor)
Enabling act
Veterans Well-being Act (S.C. 2005, c. 21)
Description
The Standing Committee on the Scrutiny of Regulations (SJC) has brought forward a number of recommended amendments for the Veterans Well-being Regulations, including:
- Prioritize one definition of Consumer Price Index in Section 1, and remove it from other sections (Subsections 5.08(2), 21(5), 38(2), 63.1(2), and 65.8(2))
- Remove subjective language related to administrative decision-making provisions, and replace it with clear and direct information (Subsection 17.1(2))
- Strengthen consistency among English and French content pertaining to survivor eligibility for the Income Replacement Benefit. (Paragraphs 20(1)(b) and (3)(b) of the French version)
- Clarify the prescribed number of years of service, for the purposes of the Career Progression Factor (Subsection 21.2(1))
- Correct the spelling of the word ‘enrolment’ in the English content (Subsection 21.2(1))
VAC plans to implement each recommendation with a regulatory amendment utilizing the appropriate mechanism for each item.

Consultations
