These regulations pertain to the administration of the War Veterans Allowance Act, which authorizes the payment of income support to qualified Veterans and Civilians who meet specific requirements related to war service, age, health, income and residence across a variety of war service parameters (WW1,WWII, Korea, merchant navy, allied Veteran, dual service). An additional benefit may be paid on behalf of a spouse or common-law partner and for any dependent children. As well, a surviving spouse, a surviving common-law partner or orphan may qualify for War Veterans Allowance by virtue of the deceased Veteran's/Civilian’s war service.
The Veterans Allowance Regulations prescribe the application process, eligibility, age limitations, status of spouse/common law partner and income offsets applied in determining the monthly allowance.

Veterans Treatment Regulations – 2027-2028

Narrative
The Department of Veterans Affairs Act provides authority to the Minister of Veterans Affairs to administer Acts of Parliament and orders in council as are not by law assigned to any other federal department or any Minister for the care, treatment and re-establishment in civil life of Veterans and the care of their dependents and survivors, and such other matters as the Governor in Council may assign.
The Veterans Treatment Regulations
- Provide authority for the payment of interest at the rate fixed from time to time on:
- moneys received by the Department and paid into a trust fund, or
- amounts of allowances or other moneys payable out of an appropriation by Parliament or paid into a trust fund from an appropriation by Parliament
- Provide direction regarding the disbursement of account credits upon the death of a veteran or qualified person
In conducting the Regulatory Stock Review for the Veterans Treatment Regulations, consideration will be given to its relevance for the current Veteran population. As part of the Regulatory review the content and terminology / language will apply modernized Government of Canada drafting standards and be inclusive of Gender Based Analysis writing standards.

The Veterans Well-being Regulations encompass 10 different programs under the responsibility of the Minister of Veterans Affairs Canada. The review of these regulations will be conducted in phases to align with other initiatives such as audit or evaluation of the program to which it pertains.
The purpose of the Veterans Well-being Act is to recognize and fulfil the obligation of the people and Government of Canada to show just and due appreciation to Canadian Armed Forces members and Veterans for their service to Canada. This obligation includes providing services, assistance and compensation to members and Veterans who have been injured or have died as a result of military service and extends to their spouses or common-law partners or survivors and orphans.
The programs under the Veterans Well-being Act are designed to promote well-being and help Veterans adjust to life at home, in their community or at work. Depending on the circumstances and needs, health professionals and other service providers can help Veterans adapt to their service related illness or injury.
Canadian Forces Income Support (CFIS) is a tax-free monthly benefit available to help low income CAF Veterans, survivors, and dependent children. CFIS is available to Veterans who have completed the Rehabilitation Services and Vocational Assistance Program and are no longer eligible for the Income Replacement Benefit but have not yet successfully transitioned to civilian employment above a certain income level. Survivors may receive the benefit if the Veteran was in receipt of CFIS at the time of death.

CTS provides eligible Veterans, serving members nearing release, spouses, common-law partners, and survivors access to services designed to support civilian employment readiness. CTS includes career counselling, job search training, and job finding assistance, delivered by a contracted provider with VAC oversight. Rehabilitation Services and Vocational Assistance Program
The Rehabilitation Services and Vocational Assistance Program provides for the delivery of comprehensive rehabilitation services and vocational assistance to enable individuals to successfully transition to civilian life by restoring their ability to function in the home, community and workplace. This program includes the following services:
- Medical Rehabilitation – services aimed at stabilizing and restoring an eligible person’s basic physical and/or psychological functions may be authorized. These services may include: medical treatments, psychiatric treatment, prosthetics and aids, occupational therapy, physiotherapy, and massage therapy.
- Psycho-social Rehabilitation – services aimed at restoring an eligible person to a state of independent functioning, as well as facilitating their social adjustment may be authorized. These services may include psychological or social intervention such as, but not limited to: psychological counseling, life skills, and counseling.
- Vocational Rehabilitation – services to assist an eligible person with rehabilitative needs to identify and achieve appropriate civilian employment, building on their skills, experience and education given their state of health. Services can include such things as vocational counseling and evaluation, support for training and related costs and job search assistance.
- Vocational Assistance – assistance, such as training, career counselling and job-search support may be provided to help a person to find appropriate employment.

Part 2: Recent regulatory amendments
The following regulations were amended in the 2025-2026 fiscal year.
Veterans Well-being Regulations, Sections 21 and 27, as they read between April 1, 2006 and March 31, 2019.
The amendment specifies that the first annual adjustment to certain amounts used in the calculation of the Earnings Loss Benefit is to be prorated to the number of days remaining in the calendar year. It also authorizes the Governor in Council to make regulations respecting the Earnings Loss Benefit under the Veterans Well-being Act, as it read from time to time before April 1, 2019.
Veterans Health Care Regulations
Paragraph 20(5)(a), subparagraph 20(6)(b)(i) and paragraphs 23(5)(a) and (6)(a) of the Veterans Health Care Regulations were amended relating to the Accommodation and Meals charge under the Veterans Independence Program and Long Term Care Program from the period April 1, 1993 through July 15, 1998. The term “province” for the purpose of these provisions was deemed to mean the ten Canadian provinces only, excluding the territories. Section 33.1 of the regulations was amended by adding a provision which defines the term “province” to mean only the ten Canadian provinces for the purpose of calculating the Accommodation and Meals charge.

Consultation was undertaken within the Department and information from the 2022 Evaluation by VAC Audit & Evaluation was also reviewed. All three recommendations made in the Evaluation have been actioned (are completed or are underway). No public feedback was received.
Outcomes
The review determined that VHCR sections 15-18 respecting VIP program eligibility remain valid; there is no requirement for amendment at this time.

Veterans Affairs Canada engaged programs and areas within the department with respect to the administration of the regulations. It was determined that the department ceased to administer Veterans’ funds/property in 2007.
No input was received from the public.
Outcomes
The review of the Guardianship Veterans’ Property Regulations indicated that provisions related to the authority to receive, retain, and dispose of any property or moneys of any person unable to manage their own funds and/property (specifically Sections 3, 4, 5, 6 and 8) are no longer relevant and thus will be considered for repeal.
Section 9 of the regulations remains relevant to the administration of private bequests and donations for the benefit of Veterans and dependents and thus will not be considered for repeal.

The Returned Soldiers’ Insurance Act received Royal Assent on July 1, 1920 and was last amended in 2000. The Returned Soldiers’ Insurance Regulations have not been amended.

The Veterans Insurance Act was last amended in 2000. The Veterans Insurance Regulations came into force on August 15, 1944 and have not been amended since that time.
