A Second World War Veteran, Mr. Duncan has served his local Branch of The Royal Canadian Legion in almost every capacity. For the past 56 years, he has been a principal in the Branch's Pipe Band which performs every Remembrance Day. He served as Legion Service Officer for 13 years, during which time he assisted many Veterans and their families in obtaining benefits and services. Mr. Duncan also organizes the annual Christmas Party for Veterans' children and grandchildren. He was instrumental in the success of the Legion's Wheelchair and Walker programs, which lends medical aids and equipment to the community, free of charge. Over a period of 26 years, Mr. Duncan has volunteered thousands of hours making weekly visits to patients in hospitals and nursing homes and bringing cheer and moral support to shut-ins. Mr. Duncan served as Mayor and Reeve of the Hanover Town Council and has been active on several committees, including the Police Board, the Cemetery Board, the Recreation Board and the Hydro Commission. For many decades, Mr. Duncan has been an outstanding role model in his community, and this has been particularly evident through his exemplary contribution to the well-being of Veterans.
