A Veteran of the Second World War, Dr. Phillips was first elected to the House of Commons in 1957 and set out immediately to work on behalf of Veterans. During his three terms in the House of Commons, Dr. Phillips served on several Veterans Affairs Committees. In 1963, Dr. Phillips was appointed to the Senate, and as Chair of the Sub-Committee on Veterans Affairs, he introduced two important reports. The first report issued in March 1998, The State of Health Care for War Veterans and Service Men and Women became a springboard for the February 1999 report Raising the Bar: Creating New Standards in Veterans Health Care. Many of the 68 recommendations are reflected in Veterans Affairs programs and services, thereby significantly increasing the welfare and well-being of Veterans. The importance of Dr. Phillips' work is also evident in the Veterans Health Care Institutions across Canada. Dr. Phillips has proven to be an exceptional Veteran, who has contributed in an exemplary manner to the care and well-being of Veterans and to the remembrance of their contributions, sacrifice and achievements. Under his Chairmanship, the Senate Sub-Committee conducted hearings into the feasibility of a new War Museum which lay the groundwork for the recent announcement of a new museum to be built at Lebreton Flats, in Ottawa.
