Mrs. Elms has been a member of the executive board of the Royal Canadian Legion (RCL) for 25 years. She has held the positions of 1st and 2nd vice-president of Branch 219 and was in charge of the Poppy Campaign for all of those years. With her support, the campaign turned out to be one of the most successful in the province. Mrs. Elms is no longer a 1st vice-president, but she has once again taken charge of the Poppy Campaign, which had begun to lose momentum. Her oldest volunteer is 95 years young, and most other Veteran volunteers are in their late 80s and 90s. Mrs. Elms took it upon herself to deliver numerous boxes of poppies throughout her town. Each week, Mrs. Elms also devotes many hours to the local hospital where she visits all RCL members who are hospitalized. She also travels to two seniors' residences to help look after those who live there, many of whom are Veterans.
