Q1. What is the Relevé 1 tax slip (RL-1)?
A2. The RL-1 slip is an official tax document called “Employment and Other Income” to report salaries, wages, commissions, taxable benefits, and deductions (such as Quebec income tax, QPP, and QPIP) to Revenu Québec each calendar year.
The RL-1 is different than the T4 slip that shows earnings for the federal government, as the RL-1 ensures proper taxation and contributions to provincial programs.
Q2. Why is my Relevé 1 tax slip (RL-1) so much lower than last year?
A2. VAC became aware the contribution amount reported on the RL-1 sent to you in late February 2026 is inaccurate. A corrected RL-1 will be sent to you and directly to Revenu Quebec.
Q3. How can I get an updated RL-1 slip?
A3. Due to time sensitivity, your amended RL-1 is being sent directly to Revenu Québec. You will also be sent the revised slip through the same method you received the original slip.
Q4. Will this impact how I file my income tax?
A4. Yes. If you have not yet filed your income tax yet, you will need to report the amount from your amended RL-1.
If you have already filed your income tax return, you will need to submit a completed Request for an Adjustment to an income tax return form through Revenu Québec’s online portal.
Q5. Why is Canada Life calculating and providing VAC with the total contribution amount paid by each Québec VAC Public Service Health Care Plan member during the taxable year?
A5. Canada Life is responsible for collecting all financial contributions of VAC members of the Public Service Health Care Program, including the calculation and reporting of member contributions. VAC does not have access to any financial information related to plan members.
Veterans Affairs Canada relies on Canada Life to provide this information to us to issue the Relevé 1 tax slip (RL-1). All rates are determined by the National Joint Counsel (NJC) and can be found in Appendix C: Schedule V - Monthly Contribution Rates.
