Picture may have been taken in or near Vladisvostock, Russia, and it looks like uncle Richard lied to get into the Army. He was born in 1900, not 1899, as the note states. At the time the family was on the move from Deer Park in B.C. to Cereal, Alberta.

Not sure when or where this picture was taken, but it must have been taken before Richard went to Siberia.
