Baptized Louis-Laurier-Émile-Lucien Fortier. Son of Ignace Fortier (deceased in 1916) and Marie-Louise Lachance, of Québec. He stated being born on 20 January when he enlisted.

Enlisted in the 57th Reserve Battalion of the Canadian Expeditionary Force, he stated that he had served in the 8th Canadian Militia Regiment. On June 2, 1916, he embarked for Great Britain, arriving in Liverpool, England, on the 8th. On September 27, he was transferred to the 22nd Battalion and the next day, he landed in Boulogne, Pas-de-Calais, France. He went to the front line on October 16. From May 22 to June 1, 1917, he was attached to the 5th Canadian Field Company of the Canadian Corps of Engineers. On June 24, he reported to the aid station in Étaples. He was suffering from trench fever. On the 28th, he was evacuated to England. On November 30, 1917, he was diagnosed with pulmonary tuberculosis. Repatriated to Canada on July 7, 1918, he was hospitalized and then demobilized on the 31st.

Lucien was serving at the front since nine months when he was evacuated to England due to a serious case of "trench foot". He was also diagnosed and treated for the tuberculosis. The treatments did not prove successful and after one year, he was repatriated as medically unfit and was released from service on 31 July 1918. He died of tuberculosis the following year and his death was declared to be attributable to service.
