Sgt. Laughland was born in Manitoba. Most of his service was in British Columbia but he transferred to Whitehorse in 1962. He was the head pilot of the Whitehorse Air Section. Sgt. Laughland and three other members died in an RCMP aircraft which crashed when attempting to land at Carmacks, Yukon Territory. Sgt. Laughland was married to Denise and they had a daughter and a son. He is buried at Cedar Valley Memorial Gardens in Nanaimo, BC.

Commemorated on Page 121 of the Royal Canadian Mounted Police Honour Roll Book.
