Cst. Foreman was born in Saskatchewan. He was married to Lillian and they had two sons. He died of injuries sustained when accidentally struck by an automobile on the shoulder of the highway near Sangudo, Alberta, while helping a motorist in trouble. Cst. Foreman was a good shot and won the Minto Revolver Cup in 1953. He is buried at Evergreen Memorial Gardens in Edmonton.

Commemorated on Page 120 of the Royal Canadian Mounted Police Honour Roll Book.
