Constable Jackson was born in England and worked as a labourer. He also served with the Royal Engineers. Constable Jackson drowned on patrol when fording Six Mile Creek. He is buried at Fort Walsh.

Commemorated on Page 29 of the Royal Canadian Mounted Police Honour Roll Book.
