Constable Cowan was originally from Ottawa. He was killed at Fort Pitt, Northwest Territories, while on scouting duty. His North West Canada Medal (1885) and Clasp were donated to the RCMP Museum. Constable Cowan is buried in Frog Lake, Alberta.

Commemorated on Page 9 of the Royal Canadian Mounted Police Honour Roll Book.
