Son of Gabriel Eugène Victor and Marthe Bourgetel of Montréal, Québec.

On November 2, 1942, the P.L.M. 27 was at anchor off Bell Island, Conception Bay, Newfoundland, position 47°36'N/52°58'W, waiting to join convoy WB-9 when she was torpedoed by U-518. Seven sailors lost their lives. The captain, 35 crew members and six gunners had to swim to shore.
