Son of Eugene Robert and Bella (née Connelly) Foley of Toronto, Ontario. Private Foley stated his civilian occupation to be that of a stock keeper.
During the First World War, Private Foley enlisted with the 201st Battalion. This battalion could not raise enough recruits for an independent unit, so its personnel were transferred to the 170th Battalion in Toronto on September 30, 1916, where it was absorbed into the 5th Reserve Battalion.
After further training in England, Private Foley was transferred to the 58th Battalion in France. While serving with the 58th, he was wounded and was sent home to Canada.
Private Eugene Foley died at home.
