The former Liverpool town hall is located on Main Street in Liverpool, Nova Scotia and is set back far enough from the street to sustain a war memorial and a flag pole in front. Official recognition refers to the building on its legal property at the time of designation (1984).

The statue is of a First World War soldier in full gear. Four plaques list the names of soldiers from the first and second World Wars as well as Korean War. Created in 1921 for 6000$, the monument stands today to remember all those who served in battle.

The Chelsea and District Cenotaph, unveiled on November 11, 2012, commemorates the men and women from the community who served in war time and will honour the peacekeepers who have dedicated their lives to the country. Although Chelsea is a small community, eleven members (that are known) went to the First World War - three didn't make it back. There were twenty-seven that went to the Second World War and one of them died in battle. The memorial lists the men and women from the community who served in war time.

Ms. Frauzel said she's carrying on her late husband Glendon Frauzel's dream to see the new memorial realized. Glendon Frauzel was a navy Veteran and had relatives who served in both World Wars. Even while in ill health, he researched what the Chelsea monument should look like. Donations to the committee, which is a registered charity, and public sector grants, helped pay for the memorial. The Chelsea Maple Grove Cemetery Committee received up to $13,414 through the Community War Memorial Program.
