Son of Lincoln and Laurie Grace Dinning of Wingham, Ontario. Brother of Brendon Dinning. Grandson of Jim and Rhelda Stockall of Richmond Hill, Ontario and Eileen and the late Sidney Dinning.

Corporal Dinning grew up in a small Southwestern town of Wingham, Ontario. He was a member of the Wingham Junior Ironmen hockey team. He also urged his high school to create a rugby team, who later toured Wales and England in 2001. After high school, he enrolled in a police program at college, with hopes of becoming a military police officer. His father, an Ontario Provincial Police also volunteered in Kosovo where he helped train police officers.
